Reports to the Chief Nursing Officer and is responsible for planning, organizing, directing, controlling, and evaluating the activities of surgical services. Responsible for implementing and maintaining a systematic process for monitoring and decreasing the costs associated with providing surgical/outpatient services. Develops, implements and manages a customer-driven approach to providing surgical/outpatient services.
    1. In participation with superior and management colleagues, develops short- and long-term goals and plans for all aspects of surgical services.
    2. Develops and implements unit specific standards, policies and procedures that guide and support the provision of care and services.
    3. Utilizing the principals of Studer, keeps the patient’s perioperative experience at the forefront with staff.
    4. Participates in the development of business policies for surgical services. Develops, recommends, and administers procedures necessary to implement approved policies. Provides the direction and supervision necessary to ensure efficient and cost-effective patient care and establishes all methods utilized in preparing and handling sterile items. 
    5. Reduces operational costs. Increases value of services through continuous elimination of waste. Standardizes surgery supplies and implements ongoing educational offerings to the staff regarding use of supplies. Participates and supports the annual physical inventory process in surgery, including reviewing the final inventory for accuracy.
    6. Seeks input from key surgeons and staff in planning or the capital budget needs of the department.
    7. Appraises the service needs of the customer (patients, families, visitors, physicians, and payers, including insurance companies and businesses). Meets and exceeds the service needs of the customer. Implements ongoing customer service educational offerings for all surgical services employees.
    8. Participates in the development of business plan for proposed new services.
    9. Prepares the annual budget for the department, including setting goals and strategic planning.
    10. Monitors Operating Room efficiency and productivity against set targets accounting for variances monthly.
    11. Determines accurate surgical/outpatient procedure cost and reimbursement. Evaluates supplies and services required for delivering care pre-operatively, intra-operatively, and post-operatively. Develops protocols for delivering care. Reengineers physician and nursing practice patterns to improve efficiency and decrease costs. Monitors service and supply utilization by surgeons.
    12. Evaluates capital budget request by physicians and determines break even points.
    13. Assists Managed Care in packaged services and pricing.
    14. Develops business plans for proposed new services.
    15. Performs budget preparation, goal setting, and strategic planning.
    16. Evaluates operational statistical information currently being reported and develops further statistical information (management reports) as necessary and requested.
    17. Interviews and recommends the hiring of staff personnel. Responsible for the effective orientation and training of all surgical services personnel. Evaluates the performance of subordinates and recommends (when necessary) their discipline and discharge. Schedules and assigns the work of surgical services personnel ensuring adequate staffing; adjusts schedules and assignments when necessary.
    18. Supervises the decontamination, processing, sterilization, storage, and distribution of instruments. Ensures that aseptic techniques are employed by personnel in preparing and handling sterile supplies (both reusable and disposable).
    19. Develops and ensures adherence to a system of outdating sterilized instruments and supplies (event related).  Orders special supplies not kept in the Storeroom. Initiates procedures for product recalls.
    20. Responsible for the operational safety and effectiveness of all sterilizing equipment. Repairs, or provides for the repair of, malfunctioning or inoperative equipment.
    21. Responsible for the safe and economical handling of supplies and operation of surgery/plan equipment.
    22. Establishes and ensures surgical services staff compliance with safety, quality control, and infection control standards; continually evaluates such standards for revisions. Responsible for maintaining records detailing biological monitoring, infection control, and quality control test results. Evaluates this information to determine compliance with governmental and regulatory agency guidelines.
    23. Maintains professional growth and development through seminars, workshops, in-services, current literature and professional affiliations to keep abreast of latest trends in field of expertise.
    24. Regularly conducts staff meetings for the purpose of disseminating information and monitoring employee concerns, needs and suggestions.

Current licensure as a registered nurse in the State of Indiana. Baccalaureate degree with three (3) years of experience in the operating room is required.
